Section 29(a) and (b) of Commonwealth Act No. 613, the Philippine Immigration Act of 1940, lists the classes of aliens excluded from entry, including persons likely to become a public charge, persons convicted of a crime involving moral turpitude, and persons not properly documented as required by the Act. Section 6 of the same Act authorizes immigration officers to exclude any alien not properly documented. Exclusion is decided by the Board of Special Inquiry / immigration officer at the port of entry rather than through a discretionary waiver process available to ordinary travelers.
